Government[]
- Ruling the Empire were the Emperors of the Land and Sea
- Theoretically elective, the title was in practice hereditary in the Kings of Seshnela.
- Government was divided between the local Malkioni rule and the civil administration.
- The local Malkioni generally ruled themselves according to their traditions.
- To oversee the local Malkioni and to control the non-Malkioni, the Empire divided the land into a number of provinces.
- Each province had a Governor for civilian matters and a Duke for military matters.
- The governors answered to the Lord High Governor who had the Department of Governorship to assist him.
- The governors were assisted by deputies and advocates.
- The Dukes answered primarily to a General, who was responsible for several provinces.
- In charge of the Generals was the Lord High General and the Department of the Army.
- Assisting the Dukes in each provinces were Counts, and Viscounts.
- Other civilian hierarchies such as the Departments of the Navy, Sorcery, Religion, Trade and Treasure are mentioned. However their structure is obscure.
- Although intended to be clear and efficient, the many positions tended to be captured by the local Malkioni.

- In the Empire, the Military arm was carefully divided from the civilians.
